Pronounced hi·ra·i·shin no ju·tsu
In Japanese, the sound hiraishin already belongs to another word: 避雷針 (hiraishin), the device that protects buildings from lightning strikes. In English, a lightning rod, or a lightning conductor. Onto that familiar sound, the author fitted entirely different kanji — ones that spell out this jutsu: 飛 (to fly), 雷 (thunder) and 神 (a god). Read 雷神 on its own and you get raijin, the god of thunder. Tō no Sho (p. 266) explains it as the Fourth Hokage’s space–time technique: to use it, a jutsu formula marking the coordinates of the destination is essential. It is the jutsu behind the Fourth Hokage’s epithet — the Yellow Flash.
Here's what each character means — and how to write it. In Japan, following the correct stroke order is considered the key to writing kanji beautifully. Readings, stroke counts and core meanings below come directly from the KANJIDIC2 dictionary database.

Quick answers
43 in total: 飛 is 9, 雷 is 13, 神 is 9, の is 1, 術 is 11.
Say it hi·ra·i·shin no ju·tsu (飛雷神の術). Japanese has no strong word stress: give each syllable about the same length and weight, and keep the vowels short and clear — a as in “father,” i as in “machine,” u as in “food,” e as in “met,” o as in “go.”
飛雷神の術 — 飛, then 雷, then 神, then の, then 術. Core meanings from the KANJIDIC2 dictionary database: 飛 fly · skip (pages); 雷 thunder · lightning bolt; 神 gods · mind; 術 art · technique.
Yes — it's standard Unicode text and works on any modern OS. One caution before you print or ink it: make sure the font is a Japanese one. Some fonts render the same characters in Chinese style, and the difference shows.
